Unsolicited Commercial E-mail is accepted communication between a business entity and a customer or prospect.  It usually includes an existing relationship between the sender and receiver.  It can also come from partner or affiliates of existing relationships.  For the most part, UCE is widely accepted, and for those who have no interest, merely ignored.  UCE has a couple of determining factors that separate it from Spam.  First and foremost is the ability to trace the message to the sender.  Federal regulations require physical addresses and verifiable emails, which most UCE users would provide anyway, but Spammers do not.  UCE also provides an opt-out method, which Spam does not.  Because your computer cannot often tell the difference, most filtering tools equate Spam with UCE, and block both accordingly.
